Rowen Multifamily Development Opportunity Request for Proposals (RFP)

The Rowen Foundation (the “Foundation”) is issuing this Request for Proposals (RFP) to identify a development partner for the first phase of multifamily residential in the Rowen Village, the community’s central mixed-use district. 

The selected partner will plan, finance, construct, maintain, and operate the project at Rowen. The team must bring proven experience in large-scale master planned communities with fully integrated design and market expertise to deliver a high-quality project that complies with local regulations and Rowen’s design guidelines and covenants. In addition, the developer will be responsible for securing all necessary County approvals, obtaining financing, and ensuring the project advances the Foundation’s long-term vision for Rowen.

Proposals for the development of a multifamily community within the Rowen Village are due by 5:00 PM ET on December 8, 2025.
